- Administrative Directive #05-25, published with this notice and as approved by the Supreme Court, promulgates revisions to the policies and procedures governing the relationship between the Judiciary and Special Civil Part Officers (Officers). The Officers are independent contractors of the Judiciary who serve process and collect on judgments in the Special Civil Part. Directive #05-25, which is effective immediately, supersedes Administrative Directive #01-15 and all supplements to that directive. The new Directive redefines Officer titles and roles, modifies operational requirements for the handling of writs and collections reporting, modifies bonding requirements, incorporates new responsibilities for review of Officers' writ reports and monthly bank reconciliations, imposes additional requirements for Officers upon discontinuation of their appointment, uses gender neutral language, and incorporates references to modem technology. This Notice also promulgates revisions adopted by the Supreme Court to Appendix VI of the Rules of Court ("Notice to Debtor")(CN 10821) so as to include information on the form regarding the availability of the status of judgments on the J~diciary's website. The revised form, which also is published with this Notice, is effective September 30, 2025 as well. BOX 037 • TRENTON, NJ 08625-0984 RELEASE DATE: Oct. 2, 2025, Lawyers’ Fund for Client Protection Awards Nearly $315,000 in 11 Claims, The Trustees of the New Jersey Lawyers’ Fund for Client Protection returned $314,108.39 in client trust money stolen by 11 New Jersey lawyers in 11 claims between July and September 2025. In the third quarter of 2025, seven of the 11 awards arose from the dishonest retention of unearned retainers. In these cases, retained lawyers were paid a fee, but failed to perform some or all of the services they had agreed to complete. Claims also were approved for the misappropriation of monies related to a real estate transaction, a real estate settlement, trust monies intended for mortgage, and a personal injury settlement. The largest claim paid in this quarter was $189,000. In that case, attorney Ronaldo George used forged documents to convince the claimants that a settlement had been reached with their mortgage company. He then had his clients wire $189,000 into his wife’s personal account instead of into his attorney trust account. The Fund’s Trustees determined that the claimants proved a theft of $189,000 by Ronaldo George and approved the return of stolen funds. The Fund was created by the New Jersey State Bar Association in 1961 and, at the Bar’s request, was expanded by the Supreme Court in 1969 to cover all New Jersey attorneys. The Fund’s Board of Trustees, who are appointed by the Supreme Court of New Jersey, use monies contributed by New Jersey’s attorneys to reimburse victimized clients. Just one-half of one percent of the state’s lawyers become the subjects of claims filed with the Fund. There are 99,577 active lawyers in New Jersey. In its 56-year history, the Fund has paid 4,970 claims against 916 New Jersey attorneys. This quarter, the Fund reached the $100 million mark in approved awards. Total awards paid since the creation of the Fund is $100,054,941.92. The Fund requires repayment by attorneys as well as other culpable parties and to date has recovered $27,365,843.36. Court Rule 1:28 defines the Fund’s jurisdiction. A claimant can receive up to $400,000 if the claim is approved, and the Fund can pay up to $1.5 million in claims against any one lawyer, although the Supreme Court can allow the Fund to exceed the $1.5 million aggregate limit. For a claim to be compensable, it must be filed against a member of the New Jersey Bar who was acting as an attorney or fiduciary at the time of the alleged incident. Unless deceased, the attorney must have been disbarred, suspended from the bar, in disability inactive status or convicted of embezzlement or other misappropriation of property. Cases involving legal malpractice, negligence, or fee disputes are not compensable by the Fund.
